District-specific notes
Much of Kandhamal is a Scheduled Area under the Fifth Schedule. The ST and SC Development Department describes the covered area by the tahasils named in the 1977 order (Kandhamal, Balliguda and G. Udayagiri, as they then stood). In Scheduled Areas, Regulation 2 of 1956 bars transfer of land by a Scheduled Tribe member to a non-tribal. Because tahasil boundaries have changed since then, confirm the status of a particular village with the Tahasil. See tribal land transfer rules.
IGR Odisha lists a Sub-Registrar office for each tahasil area of the district. Deeds are registered at the office for the area where the land lies; see deed registration. Free legal aid is available through the District Legal Services Authority at Phulbani; see free legal aid in Odisha.
