The short answer
Holding tax in Bhubaneswar is the annual property tax levied by the Bhubaneswar Municipal Corporation (BMC) under the Odisha Municipal Corporation Act, 2003, on the annual value of land and buildings. You can pay it online through BMC's citizen-services portal or at BMC camps and counters; BMC has offered a 5% rebate for advance online payment by 30 April. After a sale or death, the new owner applies separately to change the name in the municipal holding records.
What holding tax in Bhubaneswar is
Holding tax in Bhubaneswar is the property tax that the Bhubaneswar Municipal Corporation (BMC) charges every year on each "holding", meaning a plot with or without a building, inside the corporation area. The power comes from the Odisha Municipal Corporation Act, 2003 (still often cited as the Orissa Municipal Corporation Act): Section 192 lets a corporation levy property tax, and Section 198 describes it as a tax on the annual value of land and buildings. Under Section 694(3), taxes that were already being collected when the Act came in continue until they are revised. The same Act governs the other municipal corporations, including Cuttack (CMC), Berhampur, Sambalpur and Rourkela. Municipalities and Notified Area Councils levy holding tax under the Odisha Municipal Act, 1950 (Section 131).
Holding tax is separate from land revenue (khajana) paid to the Tahasil, and a municipal holding number is separate from the khata and plot number in the Record of Rights. Owners in Bhubaneswar usually have both. See paying land revenue in Odisha for the Tahasil side.
How BMC works out the tax
The tax is a percentage of the annual value of the holding. A Comptroller and Auditor General (CAG) audit of Odisha's urban local bodies, published in 2016, described the method then in use for BMC:
- Self-occupied residential buildings: annual value worked out on the plinth (built-up) area at a fixed rate per square metre, less 15 per cent for repairs, plus 0.5 per cent of the land cost. This came from a 1998 government notification.
- Composite rate: holding tax of up to 10 per cent of annual value, plus 5 per cent light tax and 2.5 per cent latrine tax.
- Rented and commercial buildings are valued differently, broadly on rent or on construction cost.
The land-cost element has been in dispute. BMC revised the benchmark land values in October 2019, the higher demands from April 2020 were challenged, the Orissa High Court passed orders in 2020 on reassessment, and in 2021 the state government asked BMC to keep the higher rates on hold while the matter was pending. Because of this history, do not rely on an online calculator or an old receipt. Ask the BMC revenue wing for the current assessment of your holding and the basis on which it was made, in writing.
How to pay BMC holding tax online
- Find your holding number. It is on your last receipt or demand notice. If you have no number, the property may never have been assessed (see the section on new houses below).
- Use BMC's online services. BMC takes holding tax online through its citizen-services portal (Bhubaneswar One, linked from bmc.gov.in), the Bhubaneswar One app and its WhatsApp service. You log in with your registered mobile number, search the holding, check the demand and pay.
- Or pay at a camp or counter. BMC runs revenue camps at the start of the financial year, and ward tax collectors also collect. Insist on a printed or digital receipt that shows the holding number, the period and the amount.
- Keep every receipt. Banks, the Sub-Registrar's office and buyers often ask for recent holding tax receipts.
Rebate. BMC has announced a 5 per cent rebate in recent years for paying the year's tax in advance and online by 30 April (announced for 2025-26). The rebate is announced year by year, so check BMC's notice for the current year.
SUJOG holding tax for other towns in Odisha
Many other urban local bodies in Odisha offer property tax through the state's SUJOG portal of the Housing and Urban Development Department. The SUJOG property tax service lets a citizen register a new property, edit an existing one, ask for re-assessment, apply to transfer a property to a new owner, pay the demand online and track an application. If you own property in Cuttack, Berhampur, Puri or another town, check which portal your corporation or municipality uses before paying.
Getting a new house assessed
A newly built house, or an extra floor, needs to be assessed so that a holding number and demand are created. BMC's online service has an "apply for assessment" option where you upload identity proof, land records (Record of Rights) and the approved building plan. The plan matters: see building plan approval in Bhubaneswar. Assessment does not regularise an unauthorised construction, and paying holding tax on a building does not make the building lawful.
Holding tax mutation in BMC: changing the owner's name
When a property is sold, gifted, inherited or partitioned, the new owner should apply to have the name changed in the municipal holding records. This is often called holding tax mutation or name transfer. It is not the same as mutation of the Record of Rights at the Tahasil, which is explained in how mutation works in Odisha. Doing the Tahasil mutation first makes the municipal transfer easier, because the RoR then already shows your name.
Documents usually asked for (the SUJOG list is a good guide, and BMC asks for much the same):
- Identity proof and address proof of the applicant.
- The document of transfer: registered sale deed or gift deed, patta, registered will (or probate), partition deed, family settlement, court decree, or a succession or death certificate with proof of heirship (see legal heir certificate).
- The latest Record of Rights and the last holding tax receipt, with dues cleared.
If one co-owner applies alone after a death, the corporation may want the consent of the other heirs or a family settlement. Disputes about who inherits are not decided by the corporation; they go to the civil court.
Disagreeing with an assessment
If the demand is wrong (wrong plinth area, a commercial rate on a residential house, arrears already paid, a holding that is not yours), act quickly and in writing:
- Apply for re-assessment or correction through the portal or at the zonal office, with the approved plan, a measurement sheet, rent agreement or old receipts as proof.
- Ask for a copy of the assessment sheet. If it is not given, an RTI application to BMC can obtain the assessment record.
- The OMC Act provides for a Corporation Valuation Committee (Section 215) and an Assessment Tribunal (Section 218). Ask the revenue wing which objection or appeal route applies to your case and the time allowed, and file within it.
- For service complaints, BMC lists the toll-free helpline 1929, the email grievance@bmc.gov.in and an online grievance form.
Where an assessment is made without authority or in breach of the Act, a writ petition before the Orissa High Court may be possible: see writ petitions.
If holding tax is not paid
Unpaid holding tax stays as arrears against the holding. Reported BMC practice includes publishing defaulters' names, sealing premises of large defaulters, and filing certificate cases under the Odisha Public Demand Recovery Act, 1962. The OMC Act also allows recovery by notice and distress (Sections 261 and 262). Arrears can hold up a sale, a loan or a name transfer, so check the dues before buying (see the land-buying checklist).
Receipts are not proof of title
A holding tax receipt shows that tax was paid for a holding and is useful evidence of possession. It does not prove ownership. Title comes from the registered deed, inheritance or a decree, and the Record of Rights. Work on property records is described under land and property.
