The short answer
In Bhubaneswar, building plan approval is given by the Bhubaneswar Development Authority (BDA) under Sections 15 and 16 of the Odisha Development Authorities Act, 1982 and the BDA Planning and Building Standards Regulations, 2018. You apply online on the SUJOG Online Building Plan Approval System through a registered technical person, with the RoR (gharabari kisam), title deed, site plan and affidavit. After construction, an occupancy certificate is applied for on the same portal; the state's listed timelines are 60 working days for plan approval and 30 for an OC.
Building plan approval in Bhubaneswar: who grants it
Building plan approval in Bhubaneswar is the permission the Bhubaneswar Development Authority (BDA) gives before anyone builds, extends or substantially alters a building in its planning area. BDA's area covers the Bhubaneswar Municipal Corporation and surrounding revenue villages. The power comes from the Odisha Development Authorities Act, 1982: under Sections 15 and 16, development in a development plan area needs prior permission from the authority. The building rules themselves are in the BDA (Planning and Building Standards) Regulations, 2018, which set setbacks, floor area ratio, height, parking and similar limits.
Other towns follow the same pattern with their own authority: for example the Cuttack Development Authority (which has separate 2026 regulations for Cuttack's old areas), and the Berhampur, Sambalpur, Rourkela, Puri-Konark, Paradip and other development authorities. Where no development authority functions, the municipality or other notified planning body grants building permission. The H&UD Department publishes these regulations on its website.
Before you apply: land and title checks
- Record of Rights in your name. Complete mutation after buying or inheriting.
- Homestead kisam. BDA's standard document list asks for the land to be recorded as gharabari. Agricultural land needs conversion under Section 8-A, OLR Act first.
- Approved layout. If the plot is in a plotted layout, keep a copy of the approved layout plan; plots in unapproved layouts often run into objections.
- Road width and land use. What you may build depends on the access road and on the land use shown for the plot in the Comprehensive Development Plan.
- Other clearances. Some sites need no-objection from bodies such as the Airports Authority (height near the airport), the National Monuments Authority (near protected monuments) or the National Highways Authority.
BDA plan approval online: the SUJOG portal, step by step
BDA takes building plan applications online through the Online Building Plan Approval System (OBPS) on SUJOG, the H&UD Department's citizen services platform. Applications are prepared and uploaded through an architect or other technical person registered for the purpose; the owner signs the application and affidavit.
- Register and log in on the SUJOG citizen portal (and your technical person on the architect login).
- Enter plot details: area, dimensions, road width and proposed height. For small, low-risk residential plots of standard size, the system may offer a pre-approved standard plan instead of a fresh drawing.
- Fill the Common Application Form (CAF) and upload the drawings and documents.
- Document verification. If the papers are in order you get a link to pay the initial scrutiny fee.
- Scrutiny and site inspection. The planning officer checks the plan against the regulations, may inspect the site, and may ask for an affidavit or other clearances.
- Demand notice and payment of sanction fee, the construction workers' welfare cess and any other charges. BDA offers an online fee calculator.
- Permission letter. A digitally signed permission and approved drawing are issued; anyone can check its genuineness through BDA's "verify your permission" service.
The state's ease-of-doing-business timelines list 60 working days for building plan approval. Track your file on the portal and keep screenshots of every stage.
Plan approval documents
- Record of Rights showing the applicant's name and gharabari kisam.
- Registered sale, gift or partition deed, or other title document.
- Self-attested site plan with plot dimensions and road width.
- Copy of the approved layout, where the plot is in a layout.
- General affidavit in the format attached to the CAF.
- Site photograph or a map extract showing the location.
- Building drawings and certificates from the technical person; structural details where the regulations require them.
BDA's website has document formats and a site-inspection checklist; read them before applying.
Occupancy certificate in Bhubaneswar
An occupancy certificate (OC) confirms that the building was built according to the approved plan and is fit to occupy. Apply through the same portal after construction is complete, with completion drawings and the technical person's certificate. BDA's occupancy site-inspection checklist covers the approach road and its services, plot measurements, any encroachment on government or road land or drains, setbacks, trees, rainwater harvesting and recharge pits, number of blocks, floors and uses, height, basements, staircases and lifts. The state timeline for issuing an OC is 30 working days.
The OC matters beyond BDA: buyers, banks, the apartment association and utility providers often ask for it. For flats, the promoter's duties under the Odisha Apartment Act, 2023 run from the date of the OC, and buyers can raise a missing OC with Odisha RERA. After completion, get the building assessed for holding tax.
Unauthorised construction notice from BDA
Building without permission, or departing from the approved plan, is unauthorised development under the 1982 Act. Two provisions come up most often:
- Section 92: a notice requiring work to be discontinued (often called a work-discontinuance notice).
- Section 91: proceedings to require removal or alteration of the unauthorised part, which can end in a demolition order.
If you receive such a notice:
- Note the date and the time allowed. Halt the work the notice covers.
- Collect your permission letter, approved drawings, RoR, deed and photographs of the present construction.
- File a written reply within the time given and ask for a personal hearing; ask for inspection or copies of the inspection report.
- Ask whether the deviation can be compounded or regularised under any scheme the state has notified; such schemes have been opened from time to time and have conditions and deadlines.
- Check the order for the appeal route it names, and the time limit. Where proceedings breach natural justice, a writ petition in the Orissa High Court is sometimes filed; courts expect the remedies under the Act to be used first and do not protect construction that clearly violates the rules.
A neighbour's unauthorised construction that affects you can be reported to BDA in writing. Disputes over walls, light and access are covered in neighbour and boundary disputes.

How long does BDA take to approve a building plan?
The state's ease-of-doing-business timelines list 60 working days for building plan approval and 30 working days for an occupancy certificate. Delays often come from missing documents or clearances.
