The short answer

If your PF claim was rejected, read the reason under "Track claim status", fix that exact point (KYC, date of birth, exit date, bank details or employer contributions) and file the claim again. If it is still delayed or wrongly rejected, file a grievance on EPFiGMS or CPGRAMS and follow up with the EPFO regional office in Bhubaneswar. A consumer complaint or writ petition is the last resort.

If your PF claim was rejected, the rejection message on the EPFO member portal usually names the reason, and most reasons are fixable: a mismatch in name or date of birth, a missing exit date, an unseeded bank account, or an employer who has not uploaded contributions. This guide explains how to fix the common problems, what the current withdrawal rules allow, and how to escalate through EPFiGMS, the regional PF office at Bhubaneswar and, if needed, a consumer commission or the Orissa High Court.

What law applies to PF now

Provident fund is now governed by Chapter III of the Code on Social Security, 2020, in force since 21 November 2025, which replaced the Employees' Provident Funds and Miscellaneous Provisions Act, 1952. On 29 June 2026 the Central Government notified the Employees' Provident Fund Scheme, 2026, the Employees' Pension Scheme, 2026 and the EDLI Scheme, 2026, replacing the old schemes. Existing UANs, balances and service history carried over. From 17 September 2026 the wage ceiling for the PF chapter is ₹25,000 a month. EPF applies to establishments with 20 or more employees.

PF claim rejected: common reasons and fixes

In a Lok Sabha reply in March 2026, the Labour Ministry listed the usual reasons: incomplete or wrong claim details, mismatches in date of birth, date of exit, Aadhaar or bank details, missing documents (such as a death certificate in a death claim), and contribution discrepancies. In practice in Odisha the most common problems are:

Rejection reasonWhat to do
Name, date of birth or gender differs from AadhaarSubmit a joint declaration (member and employer) for correction through the member portal, with proof. Once approved, file the claim again.
Date of exit not markedAsk the former employer to update it; if the employer has closed or will not respond, the member can update it on the portal after two months from the last contribution, for the reason given.
Bank account not verified, or cheque image unclearSeed the account with the correct IFSC through KYC on the portal and upload a clear cancelled cheque or passbook page.
Contributions not received or not matching serviceCheck the passbook. If the employer deducted PF but did not deposit it, file an EPFiGMS grievance against the employer.
Multiple member IDs not linkedTransfer old accounts to the current one (online transfer claim) before final settlement.
Purpose or eligibility not met for an advanceCheck the current conditions below and re-apply under the right category.

Read the rejection remark under "Track claim status" carefully, correct exactly that point, and file a fresh claim. Repeating the same claim without fixing the cause will be rejected again.

PF withdrawal rules: what you can withdraw

In October 2025 EPFO's Central Board of Trustees simplified partial withdrawals, and the 2026 scheme groups them under three heads: essential needs (illness, education, marriage), housing, and special circumstances. As explained by the Labour Ministry:

  • The minimum service for withdrawals is 12 months.
  • Up to 75% of the eligible balance, including the employer's share, can be withdrawn; 25% is kept as a minimum balance.
  • On unemployment, 75% can be withdrawn at once and the rest after one year. Final settlement before retirement waits 12 months.
  • Full withdrawal is allowed on retirement, permanent disability, incapacity, retrenchment, voluntary retirement or permanent migration abroad.
  • The pension (EPS) amount can be withdrawn only after 36 months of unemployment, and pension needs 10 years of EPS membership.

Check the current conditions on the member portal before applying, because EPFO revises its forms and limits. Advance claims up to ₹5 lakh are eligible for auto-settlement, usually within three days, if KYC is complete.

How long PF claim settlement takes

Under the 2026 schemes, complete PF claims that need no further verification are to be settled within about three working days, and pension and EDLI claims within 20 days. Reports of the new rules state that unjustified delay attracts penal interest of 12% a year for the delayed period. If your claim stays "under process" well beyond these periods, raise a grievance.

EPFiGMS complaint: step by step

  1. Go to the EPFO grievance portal, EPFiGMS, and choose "Register Grievance".
  2. Select "PF Member" (or "EPS Pensioner" or "Employer"), enter your UAN and verify by OTP on the registered mobile.
  3. Choose the member ID concerned and the grievance category (claim rejected, delay in settlement, transfer, KYC, non-deposit by employer).
  4. Describe the problem briefly with claim ID and dates, and attach the rejection screenshot and supporting papers.
  5. Save the registration number. The grievance goes to the PF office that holds your account and to the employer where relevant. Track it with "View Status" and send a reminder if it is not resolved.

Grievances can also be filed on the central government's CPGRAMS portal, which forwards them to EPFO.

Regional PF office Bhubaneswar and other Odisha offices

EPFO has a regional office in Bhubaneswar and other regional and district offices in Odisha. Your account is handled by the office covering your employer's establishment code, shown in your member ID. Use the office locator on epfindia.gov.in for the current address and helpdesk. EPFO also holds monthly Nidhi Aapke Nikat outreach camps in districts, where members can raise pending claims in person. If an EPFiGMS grievance is closed without a real answer, write to the Regional PF Commissioner of that office with the grievance number.

If the employer is the problem

An employer who deducts PF from salary but does not deposit it, refuses to approve corrections, or will not mark the exit date can be reported through EPFiGMS. EPFO can inquire into dues, assess the amount and recover it from the employer. Keep salary slips showing PF deductions. Non-payment of salary or gratuity is a separate claim; see unpaid salary and gratuity claims in Odisha.

Further remedies

  • Consumer commission. The Supreme Court held in Regional Provident Fund Commissioner v. Shiv Kumar Joshi (2000) that a member is a consumer of the services of the PF authorities, so deficiency in settlement can be taken to the District Consumer Commission; see consumer complaints in Odisha.
  • RTI. An RTI application to the regional office can obtain the reasons and file notings on a claim.
  • Writ petition. Arbitrary rejection or long inaction can be challenged before the Orissa High Court at Cuttack; see writ petitions.

Death claims for a PF member

The nominee, or the family if there is no nomination, claims the PF balance, EPS pension and EDLI insurance. Keep the death certificate, bank details, and, where there is no nominee, a legal heir certificate or succession proof. Members should complete e-nomination on the portal to avoid delays.
