The short answer
For a TPCODL bill complaint, or one with TPSODL, TPWODL or TPNODL, first complain in writing to the discom and keep the number. If it is not resolved in time, go to the discom's Grievance Redressal Forum, which should decide within 45 days, and then to the Electricity Ombudsman in Bhubaneswar within 30 days. Pay the lower of the bill or your six-month average under protest to avoid disconnection.
Electricity bill dispute in Odisha: the route in one view
An electricity bill dispute in Odisha, whether with TPCODL, TPSODL, TPWODL or TPNODL, moves through a fixed ladder set by the Electricity Act, 2003 and the regulations of the Odisha Electricity Regulatory Commission (OERC, still officially styled the Orissa Electricity Regulatory Commission in older documents):
- Written complaint to the distribution company (the "discom") at its customer care, section or sub-division office, and keep the complaint number.
- Grievance Redressal Forum (GRF) of that discom, if the complaint is not resolved within the discom's own time limit.
- Electricity Ombudsman, Bhubaneswar, if the GRF does not decide in time or you are unhappy with its order.
- Separately, and in some cases instead, a consumer complaint or a writ petition before the Orissa High Court.
The four discoms are Tata Power companies: TPCODL (Central: Bhubaneswar, Cuttack, Khordha, Puri, Dhenkanal and nearby districts), TPSODL (Southern: Berhampur and the south), TPWODL (Western: Sambalpur, Rourkela, Bolangir and the west) and TPNODL (Northern: Balasore, Jajpur, Keonjhar, Mayurbhanj). Your discom and consumer number are printed on the bill.
Step 1: complain to TPCODL, TPSODL, TPWODL or TPNODL
Common billing problems are: an unusually high bill after a meter change, bills on "average" or "provisional" reading for months, a wrong tariff category (domestic billed as commercial), wrong sanctioned load, arrears of a previous owner or tenant added to your account, and a smart-meter reading you do not accept.
- Register the complaint on the national electricity helpline 1912, the discom's toll-free line or app (TPCODL lists 1912, 1800 345 7122 and the TPCODL MITRA app), or in writing at the section office.
- Prefer a written complaint with acknowledgement. State the consumer number, the bill month, the meter reading you see, and what you want: revision of the bill, a meter test, a change of category, or removal of arrears.
- Attach photographs of the meter display with date, earlier bills and payment receipts.
The central Electricity (Rights of Consumers) Rules, 2020 recognise the consumer's right to accurate bills and to complain, and require each discom to have a complaint system. The discom's own Complaint Handling Procedure fixes how long each type of complaint may take.
Paying while the bill is disputed: avoiding disconnection
Under Section 56(1) of the Electricity Act, the discom must give at least 15 clear days' written notice before disconnecting for non-payment. Supply cannot be cut if you deposit, under protest, the lower of (a) the amount claimed, or (b) the average monthly charge you paid over the preceding six months, for each month while the dispute is pending. Write "paid under protest" in your covering letter and keep the receipt.
Section 56(2) also bars recovery of a sum after two years from when it first became due, unless it was shown continuously as arrears in the bills. This matters when an old "short billing" amount suddenly appears.
Step 2: Grievance Redressal Forum (GRF)
Each discom has GRFs at circle level under the OERC (Grievances Redressal Forum and Ombudsman) Regulations, 2004. According to the OERC, they include:
| Discom | GRF locations |
|---|---|
| TPCODL | Bhubaneswar (Power House Colony, Unit-8), Khurda, Cuttack (Badambadi), Dhenkanal, Paradeep |
| TPNODL | Balasore, Jajpur Road, Keonjhar, Baripada |
| TPWODL | Burla, Rourkela, Bolangir, Bhawanipatna, Bargarh |
| TPSODL | Berhampur, Jeypore, Bhanjanagar, Rayagada |
How the GRF works:
- You can approach it once 15 days have passed beyond the discom's own time limit for your type of complaint without redress.
- The complaint must be in writing but no fixed format is needed: give your name, address and consumer number, the office and officer concerned, the facts with a copy of your last representation, the relief sought and any interim relief (for example, no disconnection meanwhile).
- The OERC does not list a filing fee.
- The Forum is to decide within 45 days of receiving the complaint, with reasons.
The OERC published draft new GRF and Ombudsman Regulations in April 2026, which propose district-level forums, online filing and four Ombudsman offices. Until they are notified, the 2004 regulations apply; check the current position on the OERC website.
Step 3: Electricity Ombudsman in Bhubaneswar
If the GRF rejects your complaint, does not decide within 45 days, or its order is not carried out, you can make a representation to the Electricity Ombudsman within 30 days of the GRF's order or of the expiry of the 45 days. The OERC lists Ombudsman-I and II at Qrs. No. 3R-2(S), GRIDCO Colony, P.O. Bhoinagar, Bhubaneswar 751022, serving all four discoms. The Ombudsman generally decides within 60 days. Attach the GRF order, your original complaint and the bills.
The OERC itself does not decide individual bill disputes; it frames the rules, fixes tariffs and can act against a discom that does not comply with them.
What the GRF and Ombudsman cannot decide
- Assessment for unauthorised use under Section 126 (for example, domestic connection used for a shop): the challenge is an appeal under Section 127 to the appellate authority, which requires a deposit of part of the assessed amount.
- Theft of electricity under Section 135: these go to the Special Court for electricity offences.
- Disputes on meter accuracy as such, which are handled through meter testing and the Electrical Inspector under the supply code. Ask in writing for the meter to be tested, and be present at the test.
Consumer commission or High Court?
A household bill dispute is also a "deficiency in service", so a consumer complaint in Odisha before the District Commission is possible, within two years. The Supreme Court has held that a consumer commission cannot hear complaints against Section 126 assessments or Section 135 theft cases (U.P. Power Corporation Ltd. v. Anis Ahmad, 2013). Do not run the GRF and a consumer case on the same bill at the same time without advice. Where a discom acts without authority of law, for example cutting supply without notice, a writ petition in the Orissa High Court may be considered.
Documents to keep
- Bills for at least the last 12 months and all payment receipts.
- Dated photographs of the meter, and the meter-change or seal-checking report if any.
- Complaint numbers, acknowledgements and the discom's replies.
- For a tenant or new owner: the rent agreement or sale deed, and the date you took possession.
If you cannot afford representation, see free legal aid in Odisha. Consumer work is described under consumer disputes.

Frequently asked questions
How do I complain about a high electricity bill to TPCODL?
Register it on 1912, the TPCODL toll-free line or the TPCODL MITRA app, and give a written complaint at the section office with the consumer number, bill month, meter photographs and the relief you want. Keep the complaint number for the GRF.
What is the GRF of TPCODL and when can I approach it?
The Grievance Redressal Forum is the discom's internal forum under OERC regulations, with seats in Bhubaneswar, Khurda, Cuttack, Dhenkanal and Paradeep for TPCODL. You can approach it once 15 days have passed beyond the discom's time limit for your complaint. It should decide within 45 days.
Where is the electricity ombudsman in Odisha?
The OERC lists the Ombudsman offices at GRIDCO Colony, Bhoinagar, Bhubaneswar 751022, serving all four discoms. A representation is made within 30 days of the GRF's order, or of the GRF failing to decide within 45 days.
Can the discom cut my power while I dispute the bill?
Not if you deposit under protest the lower of the amount claimed or your average monthly charge for the preceding six months, for each month of the dispute. In any case disconnection needs at least 15 clear days' written notice under Section 56.
Can I file an OERC complaint about my bill?
The OERC does not decide individual bill disputes; the GRF and the Ombudsman do. The OERC frames the rules and can act against a discom for breaching them.
Can I go to the consumer court for an electricity bill?
Yes, for ordinary billing and service disputes, within two years. A consumer commission cannot hear challenges to unauthorised-use assessments under Section 126 or theft cases under Section 135.
